PV in general is less expensive than Mayan. I would check with travel agent (if you don't have time to do yourself) to see which resorts offer kids stay & eat free. You still pay air. We leave tomorrow for 12 days at Riu Vallarta and United Air (not a pkg) for $3300. Pretty good. Air was $520. Each

Royal Decameron is in neuvo Vallarta Outside the city but still decently close

Just got home from a week at the royal Decameron 2 weeks ago, it's just outside of puerto Vallarta, half hour or so bus ride from the airport, with my 4 year old and we absolutely loved it, great toddler pools beside the bigger pools, couple of buffets and a handful of al a cart restaurants, they have dance shows every night as well that are different themed (my daughter loved it). I would highly recommend that resort, staff were friendly and food was good. Will go again in a few years for sure. (Hope that helps)
