There are companies out there that cover All risks and pre existing conditions, I bought some through Road to Italy last fall.

Try the Association of independent insurance brokers/agents. You will likely have to accept a (higher) rated policy but pre-existing illnesses are often a major barrier. Compare the cost of a one way ticket home or charitable charter companies.
